Howard Dwyer, 53, was stopped on the parkway in Babylon at approximately 9:45 p.m. on the Fourth of July, when he was caught by New York State Police troopers speeding, prompting a traffic stop.

During the subsequent stop, troopers said that it was determined Dwyer was under the influence, and there were two children sitting in the backseat, both under the age of 16.

Dwyer was arrested and charged with aggravated driving while intoxicated and endangering the welfare of a child. He was arraigned the following day and both children were placed with other family members following Dwyer’s arrest. No return court date has been announced.
